ENCRYPTION PLAN DRAWS FIRE. The Clipper Chip is under attack again from
computer industry officials and civil-liberties activists following the
announcement that the Commerce Dept.'s National Institute of Standards and
Technology (NIST) and a non-law enforcement section of the Treasury Dept.
would act as escrow agents for the "keys" needed to decode digital
communications. Coming out against the idea were the Software Publishers
Association, the Electronic Frontier Foundation, the American Civil
Liberties Union and the Business Software Alliance, among others.
