Query for non USA people especially Europeans

EFF keeps hearing "rumors" that the US government is trying to make
bilateral agreements with countries to use the Clipper chip. I gather the
UK is one of those. My question is whether within the European Union such
bilateral agreements which will create isolation of systems is allowed?


I can see cellulars in the UK which can not talk with any other European
countries.


Also anyone have any opinions of the probability of success. Anonymous
replies will be given if desired.
