At the September meeting of the Computer System Security and Advisory
Board [Hilton Hotel, Gaithersburg, MD; Sept 14-15] it is expected that
one topic on the agenda will be a discussion of NIST's plans to create
a certificate infrastructure for the federal government.  The subject
of the USPS offer may come up, but I believe NIST is talking about
contractors for the moment.  Remember that MITRE/McLean did a
substantial study on infrastructures under contract to NIST.  Its
final report was delivered within the last month or two or three.
