Ruth Milkman, Federal Communications Commission (FCC) Chairman Reed
Hundt's legal advisor, said the question of enhanced service
providers paying access charges is likely to be revisited by the
Commission.  She said she isn't sure that enhanced service
providers will have as much problem with paying access charges now
as they did in 1987, when it was decided they wouldn't have to pay
them.
