CENSORING THE INTERNET Canada's Information Highway Advisory Council will call for negotiation of international agreements to control "offensive communication on global networks and educating the public and police to apply existing laws to all computer-based communications." An attorney representing the Canadian Daily Newspaper Association calls the proposals "preposterous" because voluntary codes are "frivolous" and rules to keep information away from people rarely work.
