Current (Fall '95) Issues in Science and Technology contains an 
insightful overview of "information warfare," by Bruce Berkowitz, adjunct 
professor at CMU. Suggests that Desert Storm may be the first -- and last 
-- easy victory of 21st century warfare over 20th century strategy. 
Interesting implications for offensive and defensive military planning, 
civil and commercial information and infrastructure security, ensuring 
democratic con trol of IW policy.
