WASHINGTON  Congress took another step Thursday toward regulating the
Internet with committee approval of a bill that would ban all domestic
gambling on the network. 
	
The bill is opposed by a long list of groups, from Internet service
providers to the American Civil Liberties Union. But the only debate in the
Senate Judiciary Committee came on a clause that was intended to open the
door for online horse race wagering in the future. 


Senator Dianne Feinstein, Democrat of California, cast the sole vote of
dissension after an amendment that would have allowed specific state
exemptions was removed. 


"I'm obviously concerned about the horse racing industry  that's the reason
the amendment is this way," Feinstein said in opposing the removal of the
language prohibiting Internet gambling "unless state law expressly permits
that activity."
