It could also lead to a decline in the enrollment in
US CS graduate programs.  The best way for a aspiring
young person from outside the US to get into the IT
job market here is to enroll in a US CS graduate program,
get a MS degree in 18-24 months and take a job under
the one-year practical training visa.  The employer
will then help in obtaining a permanent visa.  If these
people could enter the US IT job market directly many
would opt to do so and forego getting the MS degree.
