Given that that 15 bucks was formally determined to be an illegal tax,
shouldn't folks with professional training in the law be more concerned
with the violation than with the statistics?  


Although the law does have differential punishment according to the amount
of money stolen, even the smallest amount taken through illegal means is a
crime.  Why should an illegal tax be somehow acceptable just because it is
small?


Come to think of it, I wonder how much the government of Switzerland should
be charging the rest of us for the use of the Web, since that's where it
was invented?
