TechWeb reports that the US Govt's final paper on domains will be
released next week.

What happens after this paper is released?  Should the US Congress in
some way endorse (comment on, whatever) the paper's recommendations
before they can be implemented?  Or can Ira Magaziner and
Administration implement the plan without any further input?


Grateful for any answers on this.
