Yes, I've seen these. These numbers reflect the percentage of mission
critical systems that are being "rennovated" only.  Many systems are
being replaced, and the progress rate for replacement is often higher
for the federal agencies than for the rennovation.   The combined
completion rates (both replacement and rennovation) can be found at:
