IP: A suggestion for the new IANA

Prior to the Board actually meeting , I would suggest that a manageable group of "gurus" gather to create a set of FUNDAMENTAL PRINCIPLES that would underlie the decisions and actions of the first and succeeding Boards. While they would not be bylaws etc, they would be adopted by the new Board as one of their first actions and would establish a ethical and moral tone for the future of the organization. 

Such principles could address issues such as freedom of speech (as it applies to the worldwide Internet) etc.

Future Boards could operate outside these principles of course but at the risk of a public outcry etc.
