The Federal Communications Commission has drafted a recommendation to
approve America Online Inc.'s merger with Time Warner Inc. that would
require AOL to open its popular instant-messaging system to rivals,
according to sources familiar with the matter.
Under the staff recommendation, if AOL offers advanced
instant-messaging
services over Time Warner's cable television network, it would have to
agree to make the system interoperable with at least one other
provider of
instant messaging, sources said.
