high-speed Internet connections, suffering from a battered stock price, 
relying on competitors to deliver its product and caught in a severe market 
downturn, Covad Communications may be facing a technology-sector version of 
the perfect storm.

The company, based in Santa Clara, Calif., has become a case study in the 
tumultuous history of the market for broadband Internet access, a market 
spawned by the 1996 Telecommunications Act.
