This at-large study thing has all the attributes of one of those 1950's "studies" on things like the status of women or the status of blacks - studies that didn't have a single women or black on their panels - and thus lapsed into the limbo of unacceptance by those whom they were trying to help. It's been nearly forty years since Kennedy took a leap of faith and said "we will put a man on the moon".
