Companies that track the use of their search engines say that for its internet sleuthing, the Federal Bureau of Investigation uses the same popular search tools that are available, free of charge, to any home- computer user. Indeed, the agency's only advantage may be the number of man hours it can apply to finding useful information. (Earlier this year one of the most popular search services blocked the FBI because the agency was overwhelming its website. Upon its request, the FBI was recently allowed to resume using the site.)
