I don't understand this. Is he saying the Government should come in a bail out the carriers who over bid for the 3G spectrum? Is he saying the Government should itself grab significant parts of that spectrum,and develop its own services? Next generation wireless (3G) has been touted as advanced, broadband competition, but the cost has been so great to carriers they can't afford to implement. In Europe especially carriers are having trouble paying for what they bid; and in US the NextWave debacle is tying up a lot of spectrum. If the Government dives into this, it isn't clear how or to what effect. Reed is not clear at all about what he really means. As a result, it feels like he is carrying someone's water here, but not clear whose.
