DLH] SPECTRUM USERS SEEK CERTAINTY, FLEXIBILITY IN REGULATION Thursday's kickoff of the NTIA's Spectrum Management and Policy summit was marked by calls from industry for more certainty and flexibility in the government's spectrum policy. Common themes included increasing efficient spectrum use and regulatory reform for balancing spectrum resources. In one panel, FCC Chairman Michael Powell and NTIA Director Nancy Victory sought industry feedback regarding a national spectrum policy, improving spectrum management and reducing uncertainty about future technologies. Defense Department Chief Information Officer John Stenbit raised concerns about risks faced by the military sharing spectrum with the private sector, and he pressed for market-based solutions for handling transition issues, such as the treatment of incumbents when new flexible services or spectrum policies become a reality. Commerce Secretary Donald Evans pushed for improved spectrum management by the government and speedier consideration of new spectrum-based technologies as they are introduced.
