 David, what this report ignores is the inherent weakness in a random
screening system, which is the same weakness found in Mexican border
crossing 
security.  If you want to smuggle a load of cocaine across the border, send
ten vehicles.  The profit margin is high enough such that even if only one
or 
two gets through you've had a successful day as a drug smuggler.

Security forces, whether at an airport or a physical border, will never have
enough resources to screen every traveler.  With a random system the
weakness 
is clear.  Send five operatives (or five sets of operatives) on different
planes, and odds are enough will get through to commit the crime.
