When I picked by cell number 610 304 I tried and tried to find just what was
local to it and what was "toll". Verizon Wireless said they did not know and
the venizon (ILEC) said they could not tell me!!!.

So at least in Penn that technique will not work.

Just FYI, it's been like that in L.A. here for ages.  Calls to a cell
number are like any other, so people choose carefully where they
want to get their number (that is, what exchange)...
