DLH] FCC Commissioner Kathleen Q. Abernathy told attendees of a telecom forum hosted by the Yankee Group in Washington, D.C. that the FCC will issue a decision in its wireline broadband services proceeding by December or January, and that the Commission should focus on the "functional nature" of services instead of on the "legacy category" to which the providers of services belong. In her speech, Abernathy added that she believes the FCC "must establish a framework that looks beyond silos to a functional, technology-neutral analysis. In time, this framework will help remove barriers to investment, reduce regulatory uncertainty, and ensure that we fulfill the core congressional goals of facilitating broadband deployment and competition."
