If the Bells are being forced to price below cost, why haven't they been
moving into each others' territories to compete with each other? If it's
such an unfairly great deal for CLECs, why isn't it a great deal for ILECs
outside their own backyards?

Maybe it's not really priced below cost after all. Maybe they Bells have an
unofficial agreement not to compete. Whatever is going on, it stinks.
