This is not a final decision.  This language was inserted near the end of
the Senate version of H.J.Res. 2, the Continuing Appropriations resolution
for the current fiscal year.  This is one of over 100 Senate amendments to
this bill that will now be worked out in conference with the House of
Representatives.  Since it is in an appropriations bill rather than an
authorization bill the language states that none of the current year's
appropriations can be spent for this purpose.  Therefore, even if it remains
in the conference, unless further legislation is enacted, TIA could be back
in October when we enter a new fiscal year.
