Dave -- For what it's worth, in some terror situations here in Israel, cells
near the event have been blocked so that followup bombs could not be
detonated
by cellphone.  This was done in one case about a year ago in Jerusalem,
where
a bomb was detonated about 15 minutes after 2 others, in order to kill
emergency workers at the scene.  Several other bombs in Israel have been
detonated by cellphone, and others have been found and stopped.

I don't think that it's policy here to ALWAYS turn off the cells, but it's
something your readers should understand as part of the whole picture.
