Well, somebody's got their stories screwed up unless it's normal to be told
by DARPA to stop work in mid-project while it 'reviews' your funding.

Here's Smith's e-mail to the project team (POSSE is the name of the Upenn
research project for which the grant was awarded:

Penn has been contacted by the Air Force and NO FURTHER COSTS MAY BE
INCURRED, effective today, 4/17/03.

This means: 

        1. All subcontracts are terminated, effective TODAY.
        2. No travel or equipment may be charged against POSSE.
        3. Penn must cancel/terminate contracts & obligations such
        as the Hyatt and travel not yet PAID. Mark, please carry this
        out ASAP per our contractual requirements with the government.

I am sorry to tell you that POSSE is over.
