Flat rates also promote consumer buy-in to broadband and promote creative new uses of broadband, just as flat-rate telephone service promoted creative uses of the telephone. Telegrams, which are not charged at flat rates, are exceedingly efficient, but they don't let you sing "happy birthday" to a loved one.
One man's wasteful use of resources is another's exploration of potential new uses.
