Dave,
This story I believe highlights the most serious problem underlying this 
issue: inconsistency and apparent ad hoc implementation of set guidelines.
Contrary to the Dan's experience, every time I've had my bags opened and 
rummaged through by the TSA I get an official government tag on my luggage 
telling me such as search was made AND I have treated to a free nylon 
"lock" which can only be removed by cutting it off.  I assume this is to 
alert other TSA baggage inspectors that, indeed, my bags have been checked.
Also contrary to what Dan claims, there is most certainly recourse for lost 
or damaged items in which it's believed a TSA person was involved.  I

If one downloads the supplemental information form you can see that there 
are spaces to indicate the item was lost/damaged during a TSA inspection.
Now, that said, I've heard horror stories about how long the TSA is taking 
to resolve these claims.  Reason: TSA often points the finger at the 
airlines; the airlines point the finger at TSA.
