From: Steven Cherry <s.cherry@ieee.org>Dave, this is, after all, the same Comcast that initially discouraged customers from using Wi-Fi. They were equally vague about what was allowed and not allowed.
From an April 2002 article about that ("Pesky Home Networks Trouble Cable Behemoths" <http://www.spectrum.ieee.org/WEBONLY/resource/apr02/webs.html>):
"While Comcast neither supports nor prohibits NATs, it has said that users who knowingly let people outside their households use their Internet connectivity are violating their terms of service. Comcast's position leaves unclear the status of the many NAT users who don't actively make their networks available to others, but don't put up firewall fences, either."
