There's a HUD-1 form for closing costs on buying a house. Like
a 1040, each line therein is defined by the agency.

It's time the FCC mandated a similar standard on *LEC billing.
Every line is detailed.

This won't stop the LEC's from overcharging, but it WOULD stop
them for tacking on fees willy-nilly and claiming "The Federal
Government MADE us do it; it wasn't our idea...." for the

	ISLPTR: $00.37

which is really the Ivan Seidenberg's limo parking ticket recovery
item....

Then we could tell which ARE straight pass-through Spanish-American
War taxes, and which are not.
