Dave,
It is not just IT departments, but CIOs as well. For the last few 
years, I have chaired the annual CIO100 conference.  A year ago, one of 
the attendees (a CIO of a large company) called and cancelled his 
attendance, explaining that his job had just been outsourced to India. 
Same pattern this year, though now it is unremarkable.  The good news 
however, is that are learning that wholesale outsourcing is not always 
the best option, and are being more sophisticated and selective in what 
is kept in-house, and what is sent abroad.
