Subject: [IP] more on Broadband needs a nonpartisan FCC

This administration has no regulate/deregulate philosophical underpinnings
at all. In one case they use regulation to get the desired monopolistic effect and in another deregulation. You deregulate monopolies and you regulate upstart competitors.Example. Did you know that a doctor can say to the government that he will not accept Medicare payments, that the patients can file with Medicare and get what they can or not, as they wish, but even if the doctor takes this road the government says he is not allowed to charge more than $X (which is usually about 4% more than if he accepts Medicare). Thus Urologists this year face another year of 35% reduction in their fees, which of course goes
to the insurance companies. There is no precedent for this in American Law that I know of. In the I do
not accept assignment form Medicare is a contract with a patient, not adoctor. How on Earth does the US Government get off deciding what a doctor will charge to a patient willing to pay more than the Medicare payment to
him, to a doctor who has decided not to deal with Medicare?Doctors cannot meet to discuss fees. Insurance companies can and do all the
time, as Paul Revere said, by land and by sea, and now by air. There is no system that can withstand a defiling of its first principles.
