Dave,

I think John misunderstands the point of the smart card in the Diebold
system - it doesn't accumulate votes, but rather contains the
ballot language and other preferences used to drive the UI. The
vote counts are maintained in the voting machine.

Or so it was explained to me by poll workers, when I commented
about the seemingly lax treatment of the smart cards.
