Subject: More on] Philadelphia to fight ban on municipal networks

Today's Wall Street Journal has a story about Verizon negotiating with
Philadelphia on a compromise on the WiFi issue.  The article does note
one peculiar point: how can Verizon, a private company, negotiate
exceptions to a (possible) state statute?  Besides, even if Philly gets
what it wants, it block other cities in the state from pursuing the
same path, assuming that the governor signs the bill.
