Dave,

Unless the FTC held some other meeting two weeks ago, the one that I 
participated in had nothing to do decision-making about standards and 
processes.  The FTC's excellent efforts went into producing two days of 
of presentations and discussions about proposals and points of view for 
email authentication.  Participants included bulk mailers, but also 
included Internet service providers, developers, lawyers, and of 
course, standards wonks. This was an important forum for community 
exchange, but was intended as a place for trying to reach agreements.

ps.  Don't folks ever get tired of trying to coerce a mundane set of 
name and number administration activities into the dramatic title of 
"Internet governance"?
