i think it's a ploy.  They *know* Congress wants this mission really bad,
and they dont have enough money in the budget to pay for it.  Hubble is the
most popular thing NASA does.  So they can it, and Congress puts it back,
with additional funds.

Worked for the fast pluto probe (which was kept alive by Congress for
several years there).
