Dave,
Although there is a lot of controversy surrounding BPL and its
potential to interfere with amateur radio signals, the article's
subject is wrong. BPL requires electrical power to operate. The
amateur radios used for emergency communications run off batteries.
With the electrical power down, there will still be no interference.
