Since the burden of identity theft is on the consumer and not the credit
bureaus, there isn't a great deal of motivation to resolve it.  If the
burden was placed on the credit bureaus, things would be changed very
quickly.  I hesitate to pull the banks into this because they're losing
billions as a result of identity theft.  While they are must be held
responsible for proper handling of consumer information,  they use the
credit bureaus as a foundation for all lending processes, so they too are in
a some what similar boat as the consumer.

Make credit bureaus and data collection companies liable for damages to
consumers in cases of identity theft and the motivation for change will be
present.  

Necessity is the mother of all invention.

This trend of gathering huge volumes of data on Americans and then having
loose controls MUST STOP!  If they can¹t control their data, put them out of
business.
