Starting with sexual offenders of all stripes, these technologies were initially then deployed to those other persons considered to be potentially dangerous. This list included drunk drivers, white-collar and garden-variety criminals, activists, politicians, and so on, until economies of scale, increasing surveillance demands, and a low-bid contract with a major relational database firm, made all-encompassing use of these systems practical and mandatory for everyone. Historians will also note that 100% of the population approves of being sampled, tagged, and collared, and wouldn't want to be living any other way!
