And here's a (slightly scrubbed) reply to all of this from a very
prominent UCB sysadmin.

We (everyone I've spoken to... now up to at least 4 sysadmins) still
have no idea what policy to which Mr. Reed (or the blog he points to)
is referring.  We are able to run all sorts of goofy TCP services on
our network and the only UCB border firewalling is minimal (such as
blocking incoming packets with UCB IP addresses as their origin, which
are obviously bogus... and then there's BRO[1]). -Joe
