As someone who manages a large number of people, I would claim that  
this misses the real point
with H1B holders -- no, they aren't cheaper in compensation, but they  
are effectively captive. They
almost never resign if they are in the middle of the green card  
application process -- the visa issues
make it close to impossible. This makes them much cheaper in total.
