I *definitely* agree that enacting new laws (that can muddy things up
rather than make them clearer) when existing laws aren't even being
used properly is very bad policy.  Politicians just love doing
new laws.

Another example of this is the laws against driving while talking
on handheld cell phones, even though the studies say handsfree
phones are just as dangerous, there are other distractions that
are as bad or worse, and most states already have laws that
can be applied against distracted or erratic driving.
