As Santayana wrote (more or less as I'm doing this from memory), those who 
cannot learn from history are doomed to repeat it.

New York City Council member James Davis was shot to death by a political 
rival INSIDE City Hall AFTER he accompanied the rival PAST security i.e. 
bypassing the security screening for both of them.
