detailing its hurricane prepardness plans.  See:

I would expect that these plans, and whether or not they were  
adequate or adequately implemented, will be "Step 1" in forthcoming  
investigations and hearings. Those who suggest that the primary  
responsibility it with the local and state governments will certainly  
want to start here rather than at the federal end.
