Of course the US is a member of the International Civil Aviation
Organization and surely there are treaties ratified by Congress that
contain the rules agreed to by governmants worldwide. While I realize
that is irrelavant to the current administration, it would be  
interesting
if you could entertain comment from an expert on the ICAO agreements.
