No, that's not exactly true.

No lighters, Zippo or otherwise, new or used, are allowed in the  
passenger cabin.

ANY "absorbed fueld" lighters UNOPENED AND UNFUELED AND NEVER USED  
AND IN FACTORY FRESH PACKAGING are specifically allowed in checked  
baggage. In other words, a lighter that has no gas in it can be sent  
through. Disposable butane lighters come from the factory with gas in  
them, so they wouldn't be allowed on the "it might still blow up"  
theory.

Fueled Zippo lighters, when packed in a very expensive special DOT- 
approved case, can be checked in luggage provided they you stick big  
stickers on them saying that there's a fueled lighter inside.

Is there an exemption for Zippos?  Yeah, in an obscure manner of  
speaking.  But the article by Leavitt was specifically about in-cabin  
lighters and checkpoints, and the "Zippo exemption" has nothing to do  
with that.
