Let's not forget about CALEA.

I'd like to know whether CALEA's capacity requirements,  the "ease of 
use" mandated by assistance requirements, the mandated "cooperation" 
of the phone companies in working out CALEA compliance, and the 
"pre-compliance" of firms anticipating CALEA mandates contributed to 
these companies'  willingness to collude with and ability to satisfy 
the administration.
