I was under the impression that 911 was for emergencies, not to call thepolice for non-emergency response. 311 was created for non-emergency
It varies greatly from place to place. In some areas 911 is indeed only for time-critical emergencies, with separate numbers for routine business. In other areas, 911 is the only number the cops have and they tell you to call it for any police business.
