You can subscribe to some special video from ESPN if your ISP is one of the ones which pay for the privilege. The article goes on to say that these ISPs have other revenue sharing arrangements (though it's unclear how my ISP would encourage me to go to its "partners'" sites.
Beyond one short quote in the final paragraph there's no discussion of the wider issues. I don't think it can (and strongly hope it won't) succeed. Unfortunately Jobs is on Disney's board, so there's a good chance they might figure something out.
