You can't start out in opposition to carriers and still get one to sign up. So you have to pick an exclusive provider to start.
Of course, Apple may also decide to allow an un-sim-locking procedure to "leak", which would allow the phones to be used on any GSM network. If people started buying and unlocking the phones (which is quite common with new phones here in Europe) then Apple might choose to adopt the same "aw shucks" attitude they did with Bootcamp... and sell standalone phones to those people willing to pay the unsubsidised price (probably around $800-$900).
