As an example of why an Ombudsman is not necessarily a good idea, you
might want to check out ICANN's Ombudsman.  For whatever reasons (I
have a variety of theories) all he does is to act as an apologist for
ICANN's staff.  He has a fine resume, so I was really surprised to
find how poorly it's worked out in practice.
